Carter read law and political science at The University of Hong Kong. After that, he obtained his LLM in Competition Law (Distinction) and Postgraduate Diploma in Economics for Competition Law from King’s College London. Carter was called to the Bar in 2012 and has become a specialist in public law and competition law. In 2013-2015, he taught constitutional and administrative law at The University of Hong Kong as a part-time lecturer. Then, Carter joined the Competition Commission as an in-house legal counsel in 2015-2016. After leaving the Competition Commission, Carter has returned to private practice and joined the Faculty of Law of The Chinese University of Hong Kong as a full-time Professional Consultant, teaching competition law, public law, civil litigation and drafting litigation documents. He is currently a member of the Hong Kong Bar Association’s Special Committee on Competition Law and Special Committee on Constitutional Affairs and Human Rights. |
